No, Blinn is just a Junior college. They only offer 2 year degrees and maybe some vocational stuff. You can take your basic courses there, but not all of the courses you would need for a 4 year degree.

Get a payroll job and eventually work your way up to being the HR manager Or apply to work at a temp agancy as the one doing the interviews. Or look for front desk type jobs such as concierge in a hotel - sort of like the information kiosk at the mall - but much more up market.
